Representative Luis Antonio Luna Rosales presented to the Permanent Council an initiative that includes a draft decree that would reform Article 35 and add Chapter VI to Title VII of the Health Code of the State of Veracruz to include aesthetic medicine, defining the professional profile of the doctor who may practice it and the prohibitions for those who are not licensed for this purpose.

In the Tribune, the lawmaker explained that his proposal seeks to provide effective protection for the benefit of residents who voluntarily undergo aesthetic or cosmetic treatments and products. Therefore, unauthorized people will be blocked from applying it, and the profile of people who can do so and the institutions in which it can be implemented will be limited.

According to the initiative, it is decided to indicate in Article 35 of the aforementioned law that the activity of voluntary medical care is that through which the patient seeks to improve, restore, maintain and enhance good physical or aesthetic appearance using techniques, methods and treatments. Ideal for aesthetic medicine or surgical medical procedures.

A sixth chapter will also be created, called Aesthetic Medical Treatments, in which it is stated that Aesthetic Medicine focuses on medical treatments that aim to improve the appearance of the face and various parts of the body, with positive effects on the health and self-esteem of healthy people. People and is part of minimally invasive therapeutic maneuvers that differ from the invasive surgical field.

In addition, it has been specified that only health professionals who have a professional title, degree or specialty diploma and a professional license that specifically enables and authorizes them to practice the aforementioned branch of medicine, issued by institutions of higher education or officially recognized health institutions and, where appropriate, with a certificate proving Ability and experience in implementing the mentioned techniques.

Aesthetic medicine treatments will only be performed in medical institutions or units that comply with the provisions of health authorities. It is prohibited to carry out such treatments in establishments operating as hairdressers, beauty salons, beauty salons, gyms and the like.

Representative Luna Rosales stated that Mexico ranks fifth in the world in cosmetic medical procedures, after the United States, Brazil, South Korea and India. He added: “According to data issued in 2020, 446,369 cosmetic medicine procedures were performed in Mexico, an increase of 11 percent compared to 2018, and every year this percentage increases.”

Finally, he stressed that improvisation has no place in medicine and that “the practice of medicine in its various branches must be governed by ethics and reflective behavior.” The health professional must ensure the patient’s safety and obtain the best results in routine practice.

The initiative has been transferred for study and opinion to the Permanent Authority for Health and Aid. Morena’s legislative group was joined by Rep. Jaime Enrique de la Garza Martinez and Legislator Ariana Guadalupe Angeles Aguirre.
