Higueras is the Republic's diplomatic corps ambassador and currently holds the position of Deputy Minister of Foreign Affairs. He previously served as Consul General in Paris and Ambassador of Peru to Colombia, among other duties in various embassies and regions of the country Chancellery.
The regulations stipulate that the date of assuming his new duties will be determined by a ministerial decision.
