Ministers formally endorsed 10 of the recommendations contained in a report published in November at the Executive’s request.

Ministers want an independent regulator to control the clubs’ finances and possibly have the power to license and sanction them.
Experts from the Deloitte Auditor discovered that in the 2018-19 season, before the covid-19 epidemic, clubs in the English second tier (the Baptist League) spent 107% of their income on wages, which is more than 70% in the new goals set by UEFA.
