London seeks to extend low-emission car zone

(Bloomberg) — London could expand the ocean in which the most polluting vehicles must pay a toll to trade in a bid to help meet the city’s zero-carbon goals by 2030, according to a new report.

Traffic must be reduced by at least 27% in the UK capital by the end of the decade to meet climate targets, according to a publication by Element Energy on behalf of London Mayor Sadiq Khan. Therefore, more measures are needed to reduce vehicle usage, he said.

Options being considered include extending the so-called ultra-low emissions zone to cover Greater London or adding a small fee for all but the cleanest vehicles. Another idea might be to charge unregistered London drivers entering the city.

The proposals come as Khan struggles to find a solution to the financial difficulties for the body responsible for the city’s transport system, Transport for London (TfL), which occurred after the use of public transport was reduced during the pandemic.

The Mayor and TfL will begin a period of consultation with Londoners, local government and businesses about the proposed changes. The selected plan will be implemented in May 2024.
