OpenAI pauses Stargate UK data centre project over energy costs and regulatory concerns

OpenAI has put its planned Stargate UK data centre project on hold only months after unveiling the initiative, dealing a setback to hopes that Britain could become a leading hub for advanced artificial intelligence infrastructure. The company says high energy prices and regulatory challenges have forced it to pause the scheme for now.

OpenAI halts Stargate UK rollout despite government backing

The US artificial intelligence firm announced Stargate UK in September 2025 during a high-profile visit linked to then-President Donald Trump, with ministers presenting the project as a major endorsement of the UK’s ambition to become a global AI powerhouse.

However, OpenAI has now confirmed that development of the UK-based data centre network has been suspended pending more favourable conditions.

In a statement, the company said it remained committed to the British market but would wait until the investment climate improved before proceeding.

OpenAI cites power costs and regulation

An OpenAI spokesperson said:

“We see huge potential for the UK’s AI future. London is home to our largest international research hub, and we support the Government’s ambition to be an AI leader.

“AI compute is foundational to that goal – we continue to explore Stargate UK and will move forward when the right conditions such as regulation and the cost of energy enable long-term infrastructure investment.”

The firm added that it would continue investing in UK talent and expanding its domestic presence while honouring commitments made to the Government around the use of frontier AI in public services.

Why Stargate UK has been delayed

Although OpenAI did not specify which regulatory barriers had affected the project, the decision is likely to raise questions in Whitehall given that Stargate UK had been expected to benefit from the Government’s designated “AI Growth Zone” framework.

These zones are intended to streamline planning approvals and prioritise electricity grid access for major AI and data centre developments.

Britain’s energy prices remain a challenge

Industry analysts have repeatedly warned that the UK’s industrial electricity prices remain among the highest in Europe, creating a challenge for operators of power-hungry AI infrastructure.

Large-scale AI data centres require vast amounts of electricity to run high-performance chips and cooling systems, making energy pricing a critical factor in location decisions.

Planned UK sites included North East development

If revived, Stargate UK is expected to span multiple locations across Britain, including a proposed site at Cobalt Park in North Tyneside.

The development had been earmarked as part of the North East’s new AI Growth Zone and was viewed locally as a potentially significant investment in regional technology infrastructure and employment.

Nvidia GPU expansion also affected

The project involves UK cloud and GPU infrastructure firm Nscale, which had planned to expand domestic capacity significantly to support Stargate UK.

Nscale declined to comment on the latest pause.

At launch, OpenAI said the project would initially deploy around 8,000 Nvidia GPUs, with capacity potentially scaling to 31,000 over time.

Intended uses for Stargate UK infrastructure

OpenAI had said the sovereign UK compute platform would support:

  • Critical public services
  • Regulated sectors such as financial services
  • Scientific research initiatives
  • National security partnerships

The company argued the infrastructure would allow advanced AI models to operate on locally hosted computing systems within the UK.

Political links draw attention

The project has also attracted political interest due to the involvement of several prominent former British politicians.

Former Chancellor George Osborne was recently hired by OpenAI to help oversee international Stargate expansion beyond the United States.

Meanwhile, Nscale’s board includes former Deputy Prime Minister Sir Nick Clegg.

Outlook for UK AI infrastructure remains uncertain

The pause to Stargate UK represents a setback for the Government’s efforts to attract large-scale AI infrastructure investment, particularly as ministers seek to position Britain as a competitive alternative to the US and parts of Europe for advanced technology development.

For now, OpenAI insists the project remains under consideration rather than cancelled outright.

Whether Stargate UK proceeds may ultimately depend on whether the Government can address the twin pressures of energy affordability and regulatory certainty that continue to shape major technology investment decisions.
